I set in the system to not automatically unpin topics, but times to times users accidentally click on unpin and it unpins the topic, then they complained to me they could not see the pin topic.
How can I make it so user cannot unpin the topic by any how?
And how can I keep pinned topic on the top even ordering by views/replies/date?

There isn’t a setting for that. If someone unpins it, it makes sense for it to unpin. 
Have you considered using a banner instead, if you want a message up permanently?
I have two pinned topics that need to get attention. As I am aware, we can only make one banner at a time.
You could certainly combine the two messages into one banner using copy and paste, if it’s that important.
