I love how you get a preview of the post you’re at without having to load the page when using the topic scrollbar on mobile. Not sure how space would be allocated but could there be something similar when on desktop?

Not a bad idea, but we generally avoid popup style UIs because they conflict so badly with the brave new world of all touch smartphone devices dominating the future (and really, even the present).
Same reason “hover mouse over topic to see a preview of the topic contents” isn’t a core Discourse feature.
