Restrict pm sending to only specific group

I am looking to make it so users can only send private messages to specific groups, We have to follow a strict youth protection protocol, so we can’t have teens sending messages to other teens. I want to make it so they can only send messages to the support group for help.

But only for staff, not a specific group, i’m wondering how i would do this.

I think it should be fairly simple to modify that plugin to work for another group than staff. Without looking at the code, I think it would take someone familiar with plugins an hour or two.
