Selecting checkbox on Page Publishing modal publishes the page

This is a minor UX issue that I’ve noticed a few times. If the ‘People can see the page even if the associated topic is private’ checkbox is selected on the Page Publishing modal, the page will be immediately published without having to click the Publish button. In the screenshot below, I have not clicked the Publish button, just selected the checkbox:
