Sending rejected users an email

I was wondering if there was a way to auto send a rejected user an email if a staff member decides not to approve a user when signing up to our community.

We typically ask users to submit an account reference in a customer text field when signing up, if this number does not match our records then staff members will reject the user. It would be great if an email could be sent explaining the reason why.

Any Ideas on whether or not this is possible?
