Silenced users shouldn't be able to edit posts

I think silenced users shouldn’t be able to edit their posts. We’ve recently had silenced users go back and edit their recent posts to complain about being silenced, defeating part of the point of silencing them in the first place.

That’s a good point, @eviltrout we should enforce this.
