Staff action logs 'Show' link reload the page

Hello,

I noticed this on the admin/logs/staff_action_logs page when I click the Show link it reload the page instead of open the modal.

This commit is probably related: DEV: Remove usage of {{action}} modifiers - Take 2 (#18476) · discourse/discourse@03b7b7d · GitHub as I see there are some changes on staff action logs area.
