Tag "Search or create" text is displayed when a category has restricted tags

@simon maybe this solves one of your issues where the tags selector isn’t scrolling but limited to showing 5 tags…

Tag Selector in Composer not Y-Scrolling

My Bad. There are settings for this… Only 5 tags were showing in the selector until I changed these two settings… From the defaults… [discourse-default-max-tags-search-results] To something larger… [discourse-1000-max-tags-search-results]
