Topic should be a notification

Is it possible to create a post as a moderator/admin that will appear as a notification for all users? For example, if there is an update to the ToS, all users should receive a notification so they are aware of the change.

Ideally, they would need to accept the ToS again.

No,
They don’t get an update if you update ToS or FaQ. You should let the users know that you have changed them. If you want them to accept it again perhaps make a topic and add this plugin to your site.
