Translation can't be overridden if key is not exist

If the translation is not present from Transifex, it can’t be overridden even staff changes the string in admin panel.

Is it possible to lift this restriction?

This is indeed a problem.
Individualized problem of translation, can cause a lot of users to give up the use of discourse.
