User temporarily on hold - except no user in the PM recipients

I noticed a couple of messages like this in the past 2-3 weeks.

Is there any way to understand why this happens?

I think those ones occur when a user is deleted from the review queue.

I double checked the message to get an exact date:

But in the users queue the last user review is from way before.

Is there some different filter I should apply maybe?

For some user deletions, they only appear in the staff action logs. Could you check in there for something around that time? (you can use the ‘delete user’ filter to thin it out a bit)
