Can I clone it on Windows 7
And which guide may I prefer as tutorial

For Windows 10/11 you can use this guide: Beginners Guide to Install Discourse on Windows 10 for Development
NB This is for development builds only, not for Production!
Windows 7 is not supported, afaia, due to the reliance on WSL.
