How to enable this by default for all users:
Email me when I am quoted, replied to, my @username is mentioned, or when there is new activity in my watched categories, tags or topics
The site setting is Default email level. You can find it by clicking “User defaults” in the admin sidebar or you can search in all site settings (you can also filter for user preferences to find it there).
