Have moderators approve emails before sending?

When users send out an email to the whole list, is there a way for moderators to have to approve it first before it is actually sent out to all users?

Can you explain what you mean here? How are users sending out an email to a list?

In case your “whole list” scenario is using a category with people “watching” to get email notifications, you could assign a group as moderators and configure the category’s setting to require moderator approval for new posts.

You’d set the category to require approval for all posts, by editing the settings for that category. I guess if you want this site-wide then you’d set require approval to all categories?
