Does Discourse have a feature that allows blog-like posting on profile where it’s not tied to a category.

This is similar to how Reddit does it on u/user profiles where they can be followed.

Related topics: Add support for 'personal notes' on posts (this idea is similar but the note is private instead of public on profile)

Topic List Previews was first to implement such a feature:

Discovery is aided by a button that is added to the User Card, “Portfolio”:

You can use a tag to mark the items you want to appear on it:
