I’ve tried looking it up but I failed to find a definitive answer - or perhaps what I found is such an answer.
A user in order to be able to “publish” must be a moderator, right? If so then it’s this simple moderator VS non-moderator distinction or… it can be somehow managed, controlled bit more… narrowly? Thanks.

So why would an ordinary user publish their content …? From the appearance, the publish looks more like an “official” announcement…

any staff a can publish and edit published pages. except if it’s a wiki, then the groups with permission to edit wiki can also do so.
