Top page default timeframe not working

Although “top page default timeframe” is set to “weekly”, some users here still see “yearly” when they login:

Cookie deletion does not solve this either. I see no option to control this setting from within the user profile, only a global setting for the whole site. Possible localization issue? (german UI)
