Either summasolutions.net is blacklisted in the “email domains blacklist” site setting, or that email was blocked (search for it in /admin/logs/screened_emails).

Is it still the case that if the email address is already used by a user that it gets flagged as “illegal?” It looks like when he tried the third email address at that domain that it worked.
