I have a “members only” category with three sub-categories. Here’s what I see, when I look at the category as an admin user. Note the summary boxes:
Here’s a view from a user who is in a group. The group has “See” for the “members only” category, and then varying permissions for the subs:

The notification level that a user sets on a category matters. The user who isn’t seeing those three “summary blocks”—we had set those three sub-categories to “Muted.” Setting them to any other level, enables those summary blocks appearing.
