Some system messages keeps in english

Hello,

I’ve changed some messages of system, translating of english to portuguese, but one of them, keeps sending notification in english, even thought I already changed to portuguese. Does anyone knows why this is happening?

The message is this one: system_messages.welcome_staff.text_body_template
I already translated and one user just received this in english.

I’m not familiar with Discourse’s multilingual features, but other systems will set a locale based on browser options. Is that admin account’s language set to English?
