Enabling whispers
Before whispers can be used, an administrator needs to enable them:
Go to your site settings
Find the whispers allowed groups setting
Add the groups you want to allow to use whispers
Once enabled, all members of the allowed groups can create and view whisper posts.

Las notas del personal son en realidad algo completamente diferente, pero puedo entender por qué te confundiste.
Las publicaciones de susurro (whisper posts) se llaman así porque permiten al personal “susurrar” en un tema (o mensaje privado) sin que los usuarios habituales se den cuenta.
De todos modos, me alegro mucho de que la funcionalidad esté aquí. Principalmente solo quería agregar este comentario en caso de que alguien más estuviera buscando lo mismo, y tal vez esto ayude a Google a encontrarlo.
